As of right now, Cain had murdered and degraded a high-ranking witch's daughter, humiliating the Caligari bloodline and basically pissing them off along with other witch bloodlines in fear that it may happen to them.
On top of that little session, vampires had started to awaken all around the world simultaneously, and had been murdering humans in large numbers due to hunger after a long slumber.
This will undoubtedly gain the attention from the Lycanthropes and angels alike.

I can see that; since the vampires were hiding in the dark for so long. The other factions, I can see, know that something is up and are both afraid and pissed on what Cain is planning. It is obvious by this point that Cain has something up hi sleeve and doesn't wish to live in harmony with the other factions.
So when you mean riots, what kind of riots exactly? Aggressive riots on the streets?
Though, would other factions go as far to do that? Both the witches and Lycanthropes are low in numbers (lycans more so than the witches) - it would almost be unwise to make such a bold move on their behalf. That would be mighty courageous, yet risky.
I do like the idea of getting the war started soon, however. This seems to be one of the best moves in order to do so.

Riots between vampires and other factions could break out. Say, the other factions are angry because the vampires put their world into the view of humans.
